Group health premiums are rising sharply. With a median proposed small-group increase of 11% for 2026 nationally (KFF), renewal season is not the time to be locked into one carrier. An independent broker compares all options, not just the one they're captive to.
The Basics
Group health insurance lets employers offer medical coverage to employees as a shared benefit. You control how much you contribute. Your employees choose from available plans. The cost is split, and both sides get tax advantages.
In California, any business with 1–100 W-2 employees qualifies as a small group. You don't need a large team to offer serious coverage.
Life Insurance
Protects your family if you die.
Health Insurance
Protects your savings if you get sick.
Disability Insurance
Protects your income if you can't work.
Emmi places all three. Most brokers only do one. See Life & Disability coverage →

California Requirements
California has some of the most employee-protective health insurance laws in the country. Here is what that means for your business.
No Medical Underwriting
Carriers cannot charge more for pre-existing conditions. Everyone on your plan pays the same rate based on age and location, not health history.
Guaranteed Renewal
Once you have a group plan, carriers must renew it. No cancellations due to employee illness or high claims history.
Minimum Actuarial Value
To meet the ACA minimum value standard, an employer plan must pay at least 60% of the total cost of covered medical services.
California Individual Mandate
California residents face a state penalty for going uninsured. Offering group coverage helps your employees stay covered, and avoid the penalty.
Nevada note: Nevada follows the ACA small group framework with some state-specific mandates. Key difference: different carrier network, with Renown Health as the dominant regional HMO. We place coverage in both states.

Common Questions
The questions California small business owners ask most before choosing a group health plan.
Have a specific question?
Talk to a BrokerNo, California law only requires employers with 50+ full-time equivalent employees to offer coverage under the ACA. But offering group health is one of the most effective retention tools available, especially in competitive Bay Area hiring markets.
Carriers and Covered California for Small Business generally require employers to contribute at least 50% of the employee-only premium. You are not required to contribute toward dependent coverage, though many employers choose to as a retention benefit.
California Choice is a private multi-carrier exchange for small groups. Instead of forcing all employees onto one carrier, you set a fixed dollar contribution and each employee picks the carrier and plan tier that fits them. Golden Benchmark is an authorized California Choice broker.
Kaiser is an HMO, care must go through Kaiser facilities and providers. Anthem, Blue Shield, Aetna, and CIGNA offer PPO options with broader networks, including out-of-network coverage. For Bay Area and Alameda County businesses, Kaiser has the largest market presence. The right choice depends on your employees' doctors, locations, and preferences.
Generally yes, but small-group carriers require at least one non-owner W-2 employee on at least 50% of the business's working days in the preceding calendar quarter or year. We walk you through the documentation required. Most new businesses can qualify faster than they expect.
