San Francisco Bay Area

Bay Area commercial insurance broker.

Golden Benchmark places commercial insurance for mid-sized Bay Area businesses, with a named, licensed broker on every account. Independent, based in Burlingame, with broker experience since 1988. If you have outgrown a call center but do not want to be a small account at a national brokerage, this is who we are built for. Program reviews are built for companies spending about $25,000 or more a year on business insurance.

Who we are

A local broker built for mid-sized Bay Area companies.

The Bay Area runs on companies that are past the startup stage and into real complexity: payroll across multiple locations, contracts with indemnity requirements, a board that asks about coverage, property and equipment that took years to build. Insurance for a business like that is not a form you fill out in five minutes. It is a program that has to be built, marketed to the right carriers, and defended at every renewal.

Golden Benchmark is an independent broker, which means we are not tied to one carrier’s appetite. We take your risk to the markets that actually compete for it, and we tell you what we see. Every client works with a named broker who knows the account, not a rotating queue. That is the difference between insurance that gets processed and insurance that gets managed.

Where we work

Across the Bay Area.

We are based on the Peninsula and work the whole region. Coverage and carriers do not stop at a county line, and neither do we.

The Peninsula

Home base. Burlingame, San Mateo, Redwood City, and the rest of San Mateo County, where a large share of the accounts we manage are headquartered.

San Francisco

Professional services, technology, and real estate firms that need a broker who understands city-specific exposures and lease requirements.

Silicon Valley

Palo Alto to San Jose. Funded technology, hardware, and life-sciences companies where investor and enterprise contracts drive the coverage.

The East Bay

Oakland and the manufacturing, distribution, and warehousing operations that anchor the region’s commercial base.

Who handles your account

A named broker, not a call center.

Your account team is led by Emmi Ensign, CEO and licensed California broker at Golden Benchmark Insurance Services (agency CA License 0D06566), which has placed commercial insurance for California businesses since 1988. You get a person who knows your file, answers the phone, and is accountable for your renewal, not a ticket in a queue. When a claim happens or a contract needs a certificate today, that matters.

California matters

The rules that shape your renewal.

California is its own market, and the rules move real money. A broker who knows them keeps you from getting caught out.

  • Workers’ comp is mandatory. The moment you have employees, the state requires coverage, and your experience modifier follows you between carriers. Our California X-Mod guide covers how it is calculated and lowered.
  • Non-renewals come with notice. California law gives commercial policyholders a 60 to 120 day notice window before a carrier can walk away. Read the non-renewal rescue guide if you are holding one.
  • A big rate increase is a conditional renewal. A rate increase over 25 percent, reduced limits, removed coverage or higher deductibles triggers the same notice rules. Our 2026 renewal guide explains what to fight and what to shop.
  • Wildfire has reshaped property. The FAIR Plan and new state protections matter for exposed locations. See the FAIR Plan commercial guide.

How it works

Start with a conversation.

There is no long form to begin. Send your current declarations pages, and a named broker reads them and tells you straight what your program looks like: where the real coverage is, where the gaps are, and whether it is priced fairly for the Bay Area market. If it is worth taking to market, we build the submission and show you the comparison. If your current program is well built, we tell you that too. You decide from there.

If your question is not here, ask it directly. You will get a straight answer either way.

Quick quote

Written and kept current by the Golden Benchmark team and reviewed by Emmi Ensign, a licensed California broker at Golden Benchmark Insurance Services (agency CA License 0D06566), which has placed commercial insurance for California businesses since 1988.

Do you serve my city in the Bay Area?

Yes. We are based in Burlingame and work the whole region, from San Francisco and the Peninsula through Silicon Valley and the East Bay. Coverage is placed with carriers licensed statewide, so where your business sits does not limit your options.

What size companies do you work with?

Mid-sized commercial accounts are our focus, businesses with employees, real property or equipment, and contracts that carry insurance requirements. If you have outgrown a call center but do not want to be a small file at a national firm, that is our lane.

What is the difference between a broker and an agent?

An agent represents one carrier and sells its products. A broker represents you and takes your risk to many carriers to compete for it. Golden Benchmark is an independent broker, so we are not limited to a single company’s appetite or pricing.

How fast can I get a quote?

For most accounts we can turn around a quote quickly once we have your declarations pages and basic exposure details. Complex programs with several lines take longer to market properly, and we will tell you the realistic timeline upfront.

Do I have to switch brokers to talk to you?

No. Many businesses start with a second opinion on their current program and nothing more. We do not contact your existing broker or submit anything to a carrier without your written consent.

Bay Area business owner or CFO?

Get a program that is built, not bought off a shelf.

Send your declarations pages and a named California broker reads them, shows you where you stand, and builds the marketing plan. No call center.
